Missouri Legislative Update – 11-20-20
Missouri Governor Parson extends State of Emergency
Parson announced in this morning’s briefing that he is extending the state of emergency through March 31, 2021. He encouraged all Missourians to be responsible, wear a mask, social distance and to avoid large gatherings.
The Missouri House of Representatives passed the supplemental budget bill (HB 14) November 10 by a vote of 133 to 4. The bill allocates the remaining $1.2 billion in CARES Act funds to various state departments. These funds must be used by December 30, 2020. Allocation and bill language may be found here.
The Missouri Senate was to take up the supplemental budget bill this week, but Special Session has been postponed due to COVID-19 cases among members and staff.
Governor Parson expanded the call to Special Session to address COVID-19 liability. Senator Emery (Dist. 31, Lamar) filed SB 1 last Friday. The three main provisions are: Liability protection for health care workers, products liability protection and premises liability protection.
